Tender Description
The Mangla Dam Housing Authority (MDHA) Mirpur is procuring IT hardware specifically for its Estate Department located in Mirpur, Azad Jammu & Kashmir. This procurement aims to establish a fully functional IT section within the Estate Department to enhance operational efficiency and service delivery.
The scope of work includes the supply, installation, and commissioning of various IT equipment such as laptops, desktops, UPS units, printers, scanners, smart LED displays, and other peripheral devices as detailed in the bidding documents. The procurement process follows a Single Stage - Two Envelope bidding procedure, requiring bidders to submit separate Technical and Financial bids sealed within one main envelope.
Eligible bidders must be authorized partners, sellers, or distributors of the original equipment manufacturers (OEMs). Firms blacklisted by any government organization in Pakistan or AJK are disqualified. Additionally, bidders must demonstrate a minimum technical strength of five qualified or certified engineers capable of installation and maintenance. Registration with the Income Tax and Sales Tax Departments and inclusion on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) is mandatory.
Bids must be submitted by 12:00 p.m. within 15 days of the publication date, with technical bids opening at 12:30 p.m. on the same day in the Committee Room of MDHA. Financial bids of only technically qualified bidders will be opened later. The bid security requires a bank draft or pay order equivalent to 3% of the total bid value in favor of the Director General, Mangla Dam Housing Authority.
A practical tip for bidders is to ensure that the Technical Bid is comprehensive and clearly demonstrates compliance with the eligibility criteria, especially the technical strength and OEM authorization, as only technically qualified bids will proceed to financial evaluation. Early collection of bidding documents from the MDHA office during working hours is advisable to avoid last-minute delays.
