Tender Document
Tender Description
The School of Civil and Environmental Engineering (SCEE) at the National University of Sciences and Technology (NUST), Islamabad, invites sealed bids for the procurement of advanced laboratory equipment under the FY 2026-27 budget allocation. This procurement is governed by the Public Procurement Rules, 2026, and all bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0. The tender reference number is P139365.
Items being procured include:
- Portable XRF Spectrometer
- Universal Testing Machine (50kN)
- Handheld 3D RTK SLAM Scanner & Workstation Package
- Flash and Fire Point Apparatus
- Desktop Computer Workstations (multiple units)
The equipment will be delivered to the SCEE NUST campus in Islamabad. The technical specifications demand high precision and modern features such as energy dispersive X-ray fluorescence for the spectrometer, ergonomic design and high capture rates for the 3D scanner, and high-performance computing specifications for the desktop workstations.
Eligible bidders must be authorized suppliers or OEMs with NTN and active ATL status, and must submit a bid security of 3% of the quoted value along with a tender fee of PKR 5,000. Bids must be valid for 180 days and include detailed technical and financial proposals submitted separately on EPADS. Original bid security and tender fee must be physically submitted before the deadline.
The deadline for bid submission is Tuesday, November 10, 2026, at 11:00 AM, with bid opening at 11:30 AM on the same day via EPADS. Manual submissions are not accepted. Bidders are advised to register early on EPADS and ensure compliance with all eligibility and documentation requirements.
One practical tip for bidders: Ensure your technical proposal does not contain any pricing information to avoid disqualification, and upload all documents well before the deadline to avoid last-minute technical issues on EPADS.
This procurement offers a valuable opportunity for qualified suppliers to provide state-of-the-art lab equipment to a premier engineering institution in Islamabad, supporting advanced research and education in civil and environmental engineering.
