Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement of Medicines and Surgical Disposables Items under a framework contract for the fiscal year 2026-2027 in Karachi, Sindh. This procurement is conducted under the Single Stage Two Envelope Procedure as per SPPRA Rules 2010 (Amended). The contract duration is one year with rates valid for the entire period without price revision, extendable subject to satisfactory performance.
Items being procured include a comprehensive list of medicines such as Activated Charcoal, Aspirin Enteric-Coated Tablets, Dextrose Injection 5% and 25%, Diclofenac Injection, Adrenaline Injection, Furosemide Injection, Glyceryl Trinitrate Tablets, Nalbuphine Injection, Metoclopramide Injection, Midazolam Injection, Naloxone Injection, Normal Saline Injection in various volumes, Omeprazole Injection, Pheniramine Maleate Injection, and others. Surgical disposables include adult and child airways, cotton bandages, disposable gowns, plastic razors, ECG gel and paper rolls, face masks (ear loop and KN-95), sterile gauze dressings, surgical gloves, IV cannulas of various gauges, syringes, alcohol swabs, distilled water, scrub solution, medical wooden splints, mercury-free thermometers, glucometer strips, and nebulizer masks for adult, child, and infant.
The technical scope requires compliance with specified standards, proper packaging, labeling, and expiry requirements (minimum one year expiry from delivery). Bidders must be registered with federal/provincial tax authorities and listed on the FBR Active Tax Payers list. Bid security of Rs. 1,421,956 is required, refundable to unsuccessful bidders. Performance security of 5% of contract value is also mandatory. Delivery will be quarterly with payment terms of 45 days credit upon submission of required documents. Samples of quoted items must be submitted for inspection and approval prior to contract award.
Bids must be submitted electronically via EPADS by 26th October 2026 at 11:30 AM. Hardcopy of the tender fee pay order must be submitted to SIEHS office before the deadline. Conditional, late, or incomplete bids will be rejected. SIEHS reserves the right to accept or reject any or all bids as per SPPRA rules. The procurement is based in Karachi, Sindh, and governed by the laws of Pakistan with exclusive jurisdiction of Karachi courts.
A practical tip for bidders: Ensure timely submission of bids on EPADS and upload all required documents including the pay order image to avoid disqualification. Monitor EPADS portal for any amendments or clarifications until the bid submission deadline.
