Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) Karachi invites bids electronically through the EPADS portal for the procurement of Microsoft licenses under a Single Stage One Envelope procedure. This procurement is for the fiscal year 2026-2027 and aims to equip the organization with essential software licenses to support its healthcare and emergency services operations.
Items being procured:
- Windows Server 2025 Datacenter: 1 License (16-Cores)
- Windows 11 Pro Standard: 25 Licenses (64-Cores)
- SQL Server 2025 Enterprise: 1 License
- Power BI Pro: 3 Licenses
- Microsoft Office Professional Edition with Visio: 10 Licenses
The licenses are perpetual/volume licenses with software assurance for upgrades, patches, and technical support. All licenses must comply with Microsoft licensing policies and be reflected on the existing license portal. The procurement includes delivery to Karachi with all applicable taxes, duties, and charges included in the quoted prices.
Eligible bidders must be registered with federal or provincial tax authorities and listed on the FBR Active Taxpayers List. A refundable bid security of PKR 150,000 is required. Bids must be submitted electronically via EPADS by 26th October 2026 at 11:30 AM, with hard copies of the pay order submitted to the SIEHS office at 43-15/K, Block 6, PECHS, Karachi.
Technical bids will be evaluated based on compliance with specifications, financial stability, and experience. The contract will be awarded to the lowest evaluated responsive bidder. Performance security of 5% of the contract value is required upon award.
Bidders are advised to monitor the EPADS portal for any amendments. Late or conditional bids, or those from blacklisted firms, will be rejected. The procurement process is governed by the Sindh Public Procurement Rules 2010 (Amended).
A practical tip for bidders: Ensure your bid documents are complete, including the bid security and tender receipt, and upload your bid well before the deadline to avoid last-minute technical issues on the EPADS portal.
