Tender Description
The Securities and Exchange Commission of Pakistan (SECP) invites eligible bidders to participate in the procurement of MS Exchange Server Subscription Edition (SE) Licenses and User CALs under the contract referenced as 'PB7202'. This procurement is planned for the fiscal year 2026-27 and funded by SECP's reserved funds. The bidding process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) version 2.0, accessible at https://epads.gov.pk/opportunities/federal/procurements/87202.
Items being procured:
- MS Exchange Server Subscription Edition (SE) Licenses
- User CALs
Bidders must submit sealed bids accompanied by a Bid Security in the form of a Pay Order or bid securing declaration as specified in the bidding documents. The procurement will follow the Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004 and related regulations. Bidders not registered on EPADS v2.0 must register at https://vendors.epads.gov.pk/ before submission.
The e-bids must be submitted through EPADS v2.0 on or before Wednesday, September 9, 2026, at 02:30 PM. The bids will be opened on the same day at 03:00 PM. Manual submissions will not be entertained. A tutorial for the registration process is available at https://www.youtube.com/watch?v=MNW6T38v7tc.
Interested bidders should ensure compliance with all technical and financial requirements detailed in the bidding documents. This procurement offers a valuable opportunity for suppliers with relevant experience and valid FBR/ATL registration to engage with a prestigious federal regulatory authority. Timely registration and submission via EPADS is critical to avoid disqualification.
For further information, bidders may contact the Joint Director at the Securities and Exchange Commission of Pakistan (SECP), located at 4th Floor, NICL Building, Jinnah Avenue. Phone: +92-919-5477, Email: procurement.info@secp.gov.pk.
A practical tip for bidders is to carefully review the bid security requirements and ensure the Pay Order or bid securing declaration is correctly formatted and submitted with the bid to avoid rejection on technical grounds.
