Procurement of New Air Conditioners and Their Installation

The National Forensic Agency - NFA in Islamabad Capital Territory invites sealed bids for the procurement of new air conditioners and their installation under contract reference P124198. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Quality and Cost Based Selection (QCBS) technique. Items being procured: - 4 units of 1.0 Ton Split Inverter Air Conditioners - 6 units of 1.5 Ton Split Inverter Air Conditioners - 6 units of 2.0 Ton Split Inverter Air Conditioners - 1 unit of 4.0 Ton Floor Standing Inverter Air Conditioner All units must be wall-mounted or floor-standing split ACs with full DC inverter technology, high ambient T3 tropicalized compressors, and energy efficiency ratings of Class A+ or higher. Each unit includes a turnkey installation kit with copper piping, control wiring, outdoor mounting brackets, and drainage piping. Warranty terms include a minimum 10-year local warranty on compressors, 5 years on PCB parts, and 1 year on-site parts and labor warranty. During the warranty period, contractors must respond to breakdown complaints within 4 hours and resolve faults within 24 hours. Eligibility requires active FBR registration, no blacklisting, authorized dealer or OEM status, and submission of bid security. Technical evaluation includes firm experience, past supply performance, financial capabilities, and full compliance with technical specifications. Financial bids of technically qualified bidders will be opened publicly. The contract will be awarded to the lowest evaluated bidder meeting all criteria. The delivery and installation must be completed within 30 days of the work order issuance at the NFA premises in Islamabad. Final acceptance will be subject to inspection and testing by the NFA Technical Committee. Payment will be made after successful installation and issuance of a satisfactory performance certificate. A performance guarantee of 10% of the contract value is required. Liquidated damages of 0.5% per day up to 10% of contract value apply for delays.
