Procurement of Non-Consulting Services under Framework Agreement for Supply and Distribution of DAP Fertilizer and Rice

The Agriculture Department, Government of Khyber Pakhtunkhwa invites bids for the procurement of Non-Consulting Services under a Framework Agreement for the supply and distribution of DAP Fertilizer for Wheat (400,000 bags) and Rice (50,000 bags) along with the establishment of a Distribution Channel. This procurement is part of the Khyber Pakhtunkhwa Food Security Support Project funded by the Asian Development Bank. Items being procured: - Supply and distribution of DAP Fertilizer for Wheat (400,000 bags) - Supply and distribution of DAP Fertilizer for Rice (50,000 bags) - Establishment of Distribution Channel The project aims to ensure the fertilizer reaches farmers timely through a network involving Branchless Banking Operator (BBO) and the Technology Partner of the Government of KP. The Framework Agreement will be concluded with a Single-User entitled to purchase under the Framework Agreements in the Agriculture Department, Government of Khyber Pakhtunkhwa. The agreement term is twenty months, extendable by two years. Interested bidders must be registered with FBR and ATL and meet eligibility criteria. Bidding will be conducted through an Open Competitive Bidding Process with a two-envelope system (Technical and Financial Bids). Bids must be submitted by 3 September 2026 at 11:00 hours at the Office of Project Director, Project Management Unit, Khyber Pakhtunkhwa Food Security Support Project, Agriculture Department, Peshawar. The bidding document is available for purchase upon payment of Rs. 15000. Bids must be delivered by 17 September 2026, 14:00 hours. Late bids or electronic bids will not be accepted. Bidders must mark envelopes as ORIGINAL BID, TECHNICAL PART, and FINANCIAL PART accordingly. A practical tip for bidders: Ensure timely purchase and thorough inspection of the bidding documents during office hours 0900 to 1700 hours to avoid last-minute issues and prepare compliant technical and financial proposals to meet the strict submission deadlines.
