Tender Description
The Horticulture Agency, Lahore invites e-BIDS from well reputed and financially sound firms, nurseries, and relevant tax-registered enterprises for the procurement of plants on an annual framework contract basis for FY-2026-27. This procurement is specifically for Horticulture Zones I, II, and III in Lahore.
Items being procured:
- Lot#1 Tree Plants (Estimated Cost: Rs. 36,000,000/-; Bid Security: Rs. 720,000/-)
- Lot#2 Shrubs / Hedges (Estimated Cost: Rs. 10,848,000/-; Bid Security: Rs. 216,960/-)
- Lot#3 Ground Covers (Estimated Cost: Rs. 1,645,000/-; Bid Security: Rs. 32,900/-)
- Lot#4 Vines / Climber (Estimated Cost: Rs. 1,350,000/-; Bid Security: Rs. 27,000/-)
The total estimated cost for all lots is Rs. 49,843,000/-. The procurement will be conducted through a single stage two envelope procedure via the Punjab e-Procurement System (eP). Bidders must submit their bids electronically by 28th September 2026 at 11:00 AM, with technical bids opening the same day at 11:30 AM.
The successful bidder will supply items at the site of the Horticulture Agency, Lahore, as per the stipulated time period mentioned in the purchase order. Financial bids of only technically qualified firms will be opened following PPRA rules. Bidders are advised to ensure timely uploading of bids on the Punjab e-Procurement System portal and to carefully read the complete bidding documents including terms and conditions.
Eligibility criteria include registration with relevant tax departments such as Income Tax, Sales Tax Punjab, and Professional Tax where applicable. Earnest money in the form of bid security is required as specified for each lot. The procurement will be completed in accordance with Punjab Procurement Rules 2014.
