Procurement of Plants on Annual Framework Contract Basis FY 2026-27 for Horticulture Zone-VI, Airport & Ring Road Lahore

The Horticulture Agency, Lahore invites e-BIDS from well reputed and financially sound firms registered with relevant tax departments including Income Tax, Sales Tax, Punjab Sales Tax and Professional Tax where applicable. The procurement is for plants on an annual FRAMEWORK CONTRACT BASIS for the financial year 2026-27 covering areas specified by the Horticulture Agency, Lahore. Items being procured: - Lot#1 Tree Plants (Estimated Cost Rs. 36,000,000/-; Bid Security Rs. 720,000/-) - Lot#2 Shrubs/Hedges (Estimated Cost Rs. 10,848,000/-; Bid Security Rs. 216,960/-) - Lot#3 Ground Covers (Estimated Cost Rs. 1,645,000/-; Bid Security Rs. 32,900/-) - Lot#4 Vines/Climber (Estimated Cost Rs. 1,350,000/-; Bid Security Rs. 27,000/-) The procurement will be conducted through open competitive bidding (lot wise) under the Punjab Procurement Rules 2014, using a Single Stage - Two Envelope Procedure. The supply of items shall be made at the site of Horticulture Agency, Lahore as directed within the stipulated time period mentioned in the purchase order. Bidders must be nurseries with relevant walk-related experience and registered with tax authorities. Interested bidders must participate through the Punjab e-Procurement System (eP) portal at https://ep.punjab.gov.pk/auth/login. The bids must be submitted by 28th September 2026 at 01:00 PM, with technical bids opening on the same day at 01:30 PM. Financial bids of only technically qualified firms will be opened. The competent authority reserves the right to increase or decrease the required quantity by 15%.
