Procurement of Plants on Annual Framework Contract Basis for Horticulture Zones I, II & III Lahore

The Horticulture Agency, Lahore invites e-BIDS from well reputed and financially sound firms, nurseries, and contractors with relevant work experience and registration with Income Tax, Sales Tax, Punjab Sales Tax, and Professional Tax departments for the procurement of plants on an annual framework contract basis for FY:2026-27. This procurement covers Horticulture Zones I, II & III in Lahore. Items being procured: - Lot#1 Tree Plants with an estimated cost of Rs. 36,000,000 and bid security of Rs. 720,000 - Lot#2 Shrubs / Hedges with an estimated cost of Rs. 10,848,000 and bid security of Rs. 216,960 - Lot#3 Ground Covers with an estimated cost of Rs. 1,645,000 and bid security of Rs. 32,900 - Lot#4 Vines / Climber with an estimated cost of Rs. 1,350,000 and bid security of Rs. 27,000 The procurement will be conducted through open competitive bidding on a lot-wise basis using the Punjab e-Procurement System (eP). The successful bidder must comply with the terms and conditions outlined in the bidding documents and supply items at the site of the Horticulture Agency, Lahore within the stipulated time period mentioned in the purchase order. Financial bids of only technically qualified firms will be opened as per PPRA rules. The Competent Authority reserves the right to increase or decrease the required quantity by 15%. Bidders must be registered with FBR and have relevant experience. Earnest money in the form of bid security is required as specified per lot. Bids must be submitted electronically via the Punjab e-Procurement System portal at https://ep.punjab.gov.pk/auth/login by 28-09-2026 at 11:00 a.m. Technical bids will be opened the same day at 11:30 a.m. A practical tip for bidders is to ensure timely uploading of bids on the Punjab e-Procurement System well before the submission deadline to avoid last-minute technical issues or disqualification.
