Tender Description
Pakistan State Oil Company Limited (PSO) Karachi invites quotations for the procurement of plastic seals designed specifically for sealing man-lids, hatches, and valves of tank lorries and storage tanks at all PSO installations and depots across Pakistan. This procurement is critical for maintaining the integrity and security of petroleum products during transportation and storage.
Items being procured:
- Plastic Seals for Keamari Terminal, Quantity: 6,000,000 units
The seals must be made of polycarbonate (PC) with an acetal twister, resistant to temperatures from -20ยฐC to +80ยฐC and all petroleum products and petrochemicals. The plastic insert must be acetal (POM) with resistance from -40ยฐC to +120ยฐC. The marking flap should be polypropylene (PP), opaque white, with permanent laser or embossed irreversible marking of at least 13 alphanumeric characters including the PSO logo and QR code, resistant to solvents and petrochemicals. The twister must be permanently affixed and breakable after twisting. The wire should be plastic-coated stainless steel (SUS 304), diameter 0.8 to 0.9 mm, minimum length 36 inches, ensuring no additional wire can be inserted once locked. Pull strength must be minimum 30 kg.
Material Test Certificates (MTC) or an undertaking confirming material conformance must be submitted with the technical bid. After Letter of Intent (LOI), third-party test reports (e.g., SGS) are required with the first delivery. An affidavit confirming exclusive supply to PSO is mandatory.
Packing requires cartons of 5,000 seals each, subdivided into 10 boxes of 500 seals, clearly marked with location codes and serial numbers. Delivery will be to Central Store KTB Karachi before June 30, 2027, in 2 to 5 batches. The first batch of 2.5 million seals must be delivered within 150 days of LOI issuance. Warranty of at least one year is required, with replacement of damaged seals at supplier cost.
Technical evaluation includes physical inspection of samples; failure may lead to disqualification. Penalties apply for missing or duplicate serial numbers at Rs. 2,000 per seal. Liquidated damages of 0.1% per day up to 10% of order value apply for delayed deliveries.
Interested bidders must be registered with FBR and maintain all compliance requirements. Bid security of Rs. 1,000,000/- is required.
The submission deadline is 04 November 2026 at 2:15 PM at PSO House Karachi. Bidders should ensure timely delivery and compliance with all technical specifications. Providing complete and accurate samples with technical literature at bid submission is essential.
A practical tip for bidders: Carefully maintain serial number records and ensure all samples meet the stringent technical criteria to avoid penalties or disqualification. Early submission of required certifications and affidavits will facilitate smoother evaluation and contract award.
