Procurement of Power Tools (Package No. 34, Lot-A & Lot-B) on DDP Basis for Establishment of Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad

The Infrastructure Development Authority of the Punjab (IDAP) invites sealed bids through EPADS v2.0 for the procurement of Power Tools (Package No. 34, Lot-A & Lot-B) on DDP basis for the establishment of Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement includes supply, installation, commissioning, and maintenance of specialized medical power tools required for the polyclinic. Items being procured: - Lot-A: Orthopedic Drill/Saw Pneumatic (1 unit), Pop Cutter (1 unit) - Lot-B: Electrical Dermatome (1 unit), Dermatome Grafting Mesher (1 unit), Craniotomy Drill System (1 unit) The technical specifications require equipment from reputed manufacturers in USA, Europe, or Japan, with certifications such as FDA 510K, CE or MDR, and MHLW. The equipment must be fully compliant with the detailed technical specifications provided, including accessories, sterilization cases, and training for clinical operators and biomedical engineers. Eligibility criteria include valid registration with SECP or Registrar of Firms, NTN, tax registration, non-blacklisting affidavits, and submission of bid security. Bidders may participate individually or as a joint venture with a maximum of three members. The bidding process follows a Single Stage Two Envelope procedure with technical evaluation followed by financial evaluation based on Least Cost Based Selection (LCBS). The bid security amounts are Rs. 76,000 for Lot-A and Rs. 292,000 for Lot-B. Delivery period is 90 days from issuance of letter of award, with installation and commissioning to be completed within 30 days thereafter. Payment terms include 90% payment upon delivery and inspection, and 10% upon installation and commissioning. Performance guarantee of 10% of contract price is required.
