Tender Description
The Multan Electric Power Company (MEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of Personal Protective Equipment (PPE) items for the financial year 2026-27. This procurement is specific to Multan city in Punjab province and aims to supply essential safety equipment to MEPCO's regional stores. Items being procured include:
- Safety Belts (2720 Nos.)
- Safety Shoes (6632 Pairs) in various sizes from 6" to 11"
- Disconnecting Sticks (2730 Nos.)
All items must be 100% compliant with the specified technical standards: Line Man Safety Belts DDS-02-2009, Safety Shoes DD-61 7011, and Disconnecting Sticks DDS-43-2008, all amended up to date. Delivery is required within 120 days from the issuance date of the Purchase Order, with goods to be delivered to the Regional Store Multan. The procurement follows a Least Cost Based Selection (LCBS) method under the Single Stage One Envelope procedure as per Public Procurement Rules, 2004.
Bidders must be registered with FBR and provide all required documentation including company registration, GST registration, bid security in the form of Pay Order or Call Deposit, and certificates of non-blacklisting. The bid security original must be submitted physically to MEPCO Complex, Wapda Colony, Khanewal Road, Multan before the bid submission deadline. Technical and financial bids must be submitted online via EPADS v2.0 only; manual submissions will not be entertained.
The contract includes a 12-month warranty period from the date of last delivery. Inspection of goods will be conducted jointly by MEPCO nominated inspectors and the C.E (M.I) PPMC representatives. Inspection charges of 0.5% of the cost of material are payable by the supplier. Liquidated damages apply for late delivery at 0.10% per day up to a maximum of 10% of the contract price. Performance security of 5% of the contract price is required.
Key dates include bid submission by September 2, 2026, 11:30 AM, with bid opening on the same day at 12:00 PM via EPADS. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. One practical tip for bidders is to ensure timely submission of the original bid security to avoid disqualification. This procurement offers a valuable opportunity for suppliers of certified PPE items to engage with a major power distribution company in Punjab.
