Procurement of Private Lands for Establishment of NADRA Offices at 13 Locations in the Multan Region

The National Database and Registration Authority (NADRA) Regional Headquarters Office Multan (EMD) invites sealed bids from eligible bidders for the procurement of private lands for the establishment of NADRA offices at 13 different locations within the Multan region. This procurement is planned for the financial year 2026-27 and will be conducted under the Least Cost Based Selection (LCBS) technique using a Single Stage Two Envelope procedure in accordance with the Public Procurement Rules, 2004. Items being procured: - Procurement of 2 Kanal private commercial or industrial land for NADRA office at Multan Cantt (Cantt, Mall Road, Cantt Railway Station Area, Askari Colony & Officers Colony) - Procurement of 2 Kanal private commercial or industrial land for NADRA office at Vehari - Procurement of 2 Kanal private commercial or industrial land for NADRA office at Ahmadpur East - Procurement of 2 Kanal private commercial or industrial land for NADRA office at Pakpattan City - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Chishtian - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Fort Abbas - Procurement of 2 Kanal private commercial or industrial land for NADRA office at Sadiqabad - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Khanpur - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Mailsi - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Haroonabad - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Jampur - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Kehror Pacca - Procurement of 1 Kanal private commercial or industrial land for NADRA office at Jatoi The lands must be commercially declared, road level, free from encumbrances, litigation, flood risk, hazardous installations, and located in easily accessible areas with availability of essential utilities such as electricity, sewerage, water supply, gas (where available), and telecommunication facilities. Bidders must be lawful owners and provide all mandatory ownership, revenue, approval, tax, and supporting documents as prescribed in the bidding documents. Eligibility criteria include valid CNIC or registration documents, proof of ownership, affidavit regarding clearance of encumbrances, and compliance with FBR/NTN requirements. The bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by the deadline. Manual submissions will not be entertained. The bid security must be submitted in the form of a Pay Order or Banker's Cheque and the original must be delivered physically to NADRA RHO Multan office before the bid submission deadline. Technical bids will be opened on the same day as submission via EPADS v2.0.
