Tender Description
This tender invites qualified consultancy firms to develop a detailed Procurement Procedure Manual along with related Policies and Standard Operating Procedures (SoPs) for the Export-Import Bank of Pakistan in Islamabad. The assignment focuses on translating the approved Procurement Policy into clear, practical procedures that ensure transparency, efficiency, and compliance with applicable laws in the financial sector.
The consultant will review the existing Procurement Policy and regulatory framework, develop comprehensive manuals and policies, conduct stakeholder consultations, and submit draft and final versions for management review. The work requires expertise in public procurement regulations, policy formulation, and organizational development within the banking and financial sector context. The assignment duration is 12 weeks from contract signing.
Bidders must be registered with FBR, on the Active Taxpayer List, and have at least one similar completed assignment in the public or financial sector. The lead consultant should hold a minimum 16-year degree with relevant experience. Proposal Securing Declaration and Performance Guarantee of 10% are mandatory. Liquidated damages apply for delays beyond agreed timelines.
