Procurement of PVC 2 Core, 10 mm² Cable by Islamabad Electric Supply Company (IESCO)

The Islamabad Electric Supply Company (IESCO) (Material Management Directorate) invites sealed bids from eligible bidders for the procurement of PVC 2 Core, 10 mm² insulated or covered cable as per NTDC Specifications DDS-8:2007 (Amended to date). This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement will follow the Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026. Items being procured: - PVC 2 Core, 10 mm² cable Lot-I: 2000 Km total, delivered in 500 Km lots at intervals of 45, 75, 105, and 135 days from purchase order issuance - PVC 2 Core, 10 mm² cable Lot-II: 3000 Km total, delivered in 500 Km lots at intervals of 45, 75, 105, 135, 165, and 195 days from purchase order issuance The cables are to be delivered to IESCO Regional Stores in Rawalpindi/Islamabad/Rajjar. Inspection will be conducted at the manufacturer's works by Chief Engineer (MI) PPMC Lahore jointly with Chief Engineer (MM) IESCO or authorized representatives. Bidders must provide bid security in the form of Call at Deposit or Bank Guarantee and comply with eligibility criteria including valid prototype approval, registration with relevant authorities, and no blacklisting. Bidders must be registered on EPADS v2.0 to participate. Technical scope includes supply of high-quality PVC insulated cables conforming to specified standards. Eligibility requires PEC registration, FBR active taxpayer status, and relevant experience. Bid security and performance guarantees are mandatory. Bids must be submitted electronically via EPADS v2.0 by Friday, November 13, 2026 at 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted.
