Tender Description
The Provincial Disaster Management Authority (PDMA), Rehabilitation Department, Government of Sindh, Karachi, is procuring 2000 high-quality PVC plastic pallets for the fiscal year 2025-26. These pallets are intended for warehouse use to ensure safe and efficient storage of relief items, especially in anticipation of monsoon, floods, and other emergencies. The pallets must be manufactured from virgin PVC plastic with integrated support runners for enhanced structural strength, two-way entry design suitable for forklifts and pallet jacks, and meet specific dimensions and load capacities. The technical specifications require pallets to withstand temperature ranges from -10°C to +60°C, be UV resistant, have a non-slip surface, and be free from manufacturing defects.
Eligible bidders must have at least three years of experience supplying similar pallets, be registered with the Federal Board of Revenue (FBR) as active taxpayers, and provide valid GST and Sindh Revenue Board registrations. Bidders must submit a refundable earnest money deposit of Rs. 420,000 (3% of the estimated cost) along with a non-refundable tender fee of Rs. 5,000. One returnable sample pallet must be submitted before the bid opening date. Financial stability is required with an average annual turnover of at least Rs. 30 million over the last three years, supported by audited financial statements and bank statements. Experience must include at least three similar assignments, with at least one in the public sector and two in the private sector.
Bids must be submitted electronically through the E-Pak Acquisition and Disposal System (EPADS) by 04 May 2026 at 1400 hours. The bid opening will take place the same day at 1430 hours at PDMA Sindh office, Karachi. The procurement will follow the Single Stage Two Envelope procedure under Sindh Public Procurement Rules 2010 (amended). The successful bidder must deliver the pallets within 15 days of the work order to PDMA warehouses in Karachi, Jamshoro, and Sukkur. All bids must be inclusive of applicable taxes, duties, transportation, loading, unloading, and labor charges.
A practical tip for bidders is to ensure all technical documentation, including manufacturer certificates and brochures, clearly demonstrate compliance with the required specifications. Submitting a complete and compliant bid package with the required sample and earnest money will avoid disqualification.
