Tender Description
Punjab Cattle Market Management & Development Company-PCMMDC Lahore Division invites technical and financial proposals for the procurement of refreshment and printing items through a framework contract. The procurement is for PCMMDC Lahore Division located in Lahore. Bidders must submit their proposals electronically via the Punjab e-Procurement System (eP) portal by or before the **submission deadline of September 11, 2026 at 11:00 A.M**.
Items being procured:
- Procurement of Refreshment Items for PCMMDC Lahore Division (Estimated Price: Rs. 1,674,900/-)
- Procurement of Printing Items for PCMMDC Lahore Division (Estimated Price: Rs. 945,500/-)
The procurement follows the Punjab Procurement Rules 2014 under the Single Stage-Two Envelope Bidding Procedure. Technical proposals will be opened on the same day at 11:30 A.M through the eP portal in the presence of the procurement committee and bidders or their authorized representatives. Only technically qualified bidders will have their financial proposals opened at a later date to be announced.
A 2% bid security of the estimated cost for each lot must be paid or submitted through 1link/Bank Guarantee options digitally via a generated PSID number on the e-Procurement Portal by the submission deadline. The financial proposal must include all applicable taxes. Bidders must have valid registration certificates for Income Tax (NTN) and PRA Sales Tax. Incomplete proposals will not be considered. The bid validity period is 90 days from the last submission date. The procuring agency reserves the right to reject any or all proposals prior to acceptance under PPRA rules 2014. Issuance of work order and procurement of items/services is subject to budget approval.
Bidders are advised to carefully prepare their technical and financial bids and ensure timely submission through the official e-Procurement portal. Manual bids will not be accepted. This electronic submission process ensures transparency and efficiency in procurement.
