Tender Description
The Sukkur Electric Power Company (SEPCO) (MM Directorate) invites sealed bids through EPADS v2.0 for the procurement of 30,000 units of Single Phase 2-Wire, 240V, 10/40 Amp, 50Hz AMI Smart Energy Meters with Accuracy Class 1.0 (kWh). These meters include built-in programmable features, remote disconnect/reconnect relay, and PTA compliant 4G communication modules with backward compatibility to 2G, along with MDC driver/software. The meters must comply with NTDC specifications DDS-65:2003, DDS-98:2011, DDS-110:2012, and IEC-62055-31 for relay, with a backup battery capacity of minimum 1200 mAh supported by a super capacitor. The procurement is on a Free Consignee Stores (FCS) basis for delivery at Regional Stores Rohri and Larkana, Sindh. Delivery schedule requires 50% quantity within 90 days and remaining 50% from 91st to 120th day or earlier from the date of purchase order issuance.

The meters must be compatible with existing UDIL compliant MDC server installed at WAPDA House Lahore under PITC. Prototype approval from Chief Engineer (Design & Standards) PPMC is mandatory before mass production. The successful bidder must submit PITC UDIL compliance Tier-1 certificate within 20 days of LOI issuance and obtain the certificate within 30 days. Performance guarantee of 5% of contract price including GST is required within 7 days after issuance of UDIL certificate. The warranty period is 24 months from the date of GRN issuance. The supplier is responsible for repair or replacement of defective goods within 45 days of notification at their own cost including lifting and returning.
Bidders must be registered with PEC, FBR, and on the Active Taxpayer List. Experience of at least two contracts of similar nature in last five years is required. Bids must be submitted online on EPADS v2.0 with original bid security submitted physically before deadline. Technical and financial bids will be evaluated on least cost basis. Payment terms include 95% payment upon delivery and GRN issuance and 5% after Tier-2 UDIL certificate issuance. The bid validity period is 90 days. Liquidated damages of 2% per month up to 10% of contract price apply for delayed delivery.
