Procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for Distribution in Union Councils of Taluka Ghotki District Ghotki

The District Council Ghotki @ Mirpur Mathelo invites bids for the procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for distribution among underprivileged persons in the following Union Councils: 01 Umer Daho, 02 Attal Muradani, 03 Ali Bagh, 04 Beriri, and 05 Bnadh of Taluka Ghotki District Ghotki. Items being procured: - Solar Plates 180 Watt (750 units) - Solar Street Lights 500 Watt with Pipe Bend (250 units) The solar plates are monocrystalline type with efficiency rates between 18% to 24%, operating temperatures from -40°C to +85°C, and a lifespan of 25 to 30 years. The solar street lights are 500W LED, solar-powered with IP67 waterproof rating, rechargeable lithium-ion batteries, 50,000-hour LED lifespan, and automatic day-night operation. The procurement is under the recurring budget of the District Council Ghotki @ Mirpur Mathelo. Bidders must be registered with PEC (where applicable), FBR (NTN), and Sindh Revenue Board (SRB) with active tax payer status. A valid Electrical Contractor License issued by the Electrical Inspector Government of Sindh is mandatory. Bidders should have at least 5 years of relevant experience and meet financial soundness criteria including average annual turnover equivalent to the bid cost and bank creditworthiness of at least 15% of the estimated cost. The bid security is 5% of the estimated cost and must be submitted in the form of pay order, call deposit, or bank guarantee. Bids must be submitted electronically on the Sindh Government e-Procurement Portal (EPADS) with the original tender fee of Rs. 2000/- delivered to the procuring agency before the deadline. The delivery period for the goods is 24 months from the date of issuance of the purchase order. The bids will be opened at the Office of the District Council Ghotki @ Mirpur Mathelo on the specified dates. Earnest money in the shape of pay order/call deposit/bank guarantee in favor of District Council Ghotki is required at the time of technical proposal opening. Bidders are advised to carefully check all bidding documents and sign and stamp each page as acceptance of terms and conditions. Conditional and incomplete bids or those without required earnest money will be rejected. A practical tip for bidders: Ensure all required documents including PEC registration, Electrical Contractor License, tax certificates, audited financial statements, and affidavits are complete and attached to avoid disqualification during technical evaluation. This procurement follows the Sindh Public Procurement Rules 2010 (Amended to date) and the evaluation will be based on technical and financial criteria with an aggregate qualifying score of 75%.
