Tender Description
The District Council Ghotki @ Mirpur Mathelo invites bids for the procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for distribution among underprivileged persons in the Union Councils of Sono Pitafi, Jarwar, Garhi Chakar, and Hayat Pitafi of Taluka Mirpur Mathelo, District Ghotki. Items being procured:
- Solar Plates 180 Watt (600 units)
- Solar Street Lights 500 Watt with Pipe Bend (200 units)
The solar plates are monocrystalline type with efficiency rates between 18% to 24%, operating temperature range from -40°C to +85°C, and a lifespan of 25 to 30 years. The solar street lights are 500W LED, solar-powered with 12V DC design, IP67 waterproof rating, rechargeable lithium-ion batteries, and a 50,000-hour LED lifespan.
The procurement is under the recurring budget of the District Council Ghotki @ Mirpur Mathelo. Bidders must be registered with PEC where applicable, hold valid Electrical Contractor Licenses issued by the Government of Sindh, and have at least five years of relevant experience. Financial soundness is required with an average annual turnover equivalent to the bid cost over the last five years, supported by audited reports and bank certificates. Bidders must also be active taxpayers with valid NTN and Sindh Revenue Board registrations.
The bid security is 5% of the estimated cost and must be submitted in the form of pay order, call deposit, or bank guarantee. The tender fee is Rs. 2000 payable via pay order. Bids must be submitted electronically on the Sindh Government e-Procurement Portal (EPADS) with original tender fee and bid security delivered to the procuring agency before the deadline.
The delivery period for the goods is 24 months from the date of issuance of the purchase order. The bids will be opened at the office of the District Council Ghotki @ Mirpur Mathelo on the specified dates. The procurement method is Single Stage Two Envelope. Conditional and incomplete bids or those without required bid security will be rejected.
A practical tip for bidders: Ensure that each page of the bidding documents is signed and stamped by the authorized person of the firm and attach an affidavit confirming the firm has never been blacklisted. This will avoid disqualification on technical grounds.
The procuring agency reserves the right to accept or reject any or all bids as per Sindh Public Procurement Rules 2010 (amended to date).
