Procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for Underprivileged Persons in Union Councils of Taluka Mirpur Mathelo District Ghotki

The District Council Ghotki @ Mirpur Mathelo invites bids for the procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for distribution among underprivileged persons in the following Union Councils: 01 Jahan Khan Unar, 02 Dhangro, 03 Chijjan, 04 Machhalo, and 05 Dil Murad Gabol of Taluka Mirpur Mathelo District Ghotki. Items being procured: - Solar Plates 180 Watt (Monocrystalline type with efficiency 18% to 24%, lifespan 25-30 years, anodized aluminum frame, load resistance up to 2400 Pa wind and 5400 Pa snow load, dark black or deep blue cells) - Solar Street Lights 500 Watt with Pipe Bend (all-in-one outdoor lighting system, 12V DC solar powered, IP67 waterproof, rechargeable lithium-ion battery, 50,000-hour LED lifespan, automatic day-night operation, cool white light) The procurement includes supply and installation of these goods at the Store Section, District Council Ghotki @ Mirpur Mathelo. Delivery period is within 24 months from the date of issuance of the Purchase Order. Bidders must be registered with PEC (where applicable), hold valid Electrical Contractor License issued by the Government of Sindh, and have at least 5 years of relevant experience. Financial eligibility includes average annual turnover equivalent to the bid cost over the last five years, supported by audited financial statements and bank certificates demonstrating creditworthiness of at least 15% of the estimated cost. Bidders must also be active taxpayers with valid NTN and Sindh Revenue Board registration. The bid security is 5% of the estimated cost and must be submitted in the form of pay order, call deposit, or bank guarantee. Bids must be submitted electronically via the Sindh Government e-Procurement Portal (EPADS) at www.sindh.eprocure.gov.pk. The original tender fee of Rs. 2000/- must be delivered to the procuring agency before the bid submission deadline. Technical proposals must be signed, stamped, and include an affidavit confirming the bidder has never been blacklisted. The bid validity period is 90 days.
