Tender Description
The Hazara Electric Supply Company (HAZECO) invites sealed bids from eligible bidders for the procurement of Static Energy Meter Single Phase AMI under contract reference P145209 for the financial year 2026-27. This procurement is planned to be executed in Abbottabad, Khyber Pakhtunkhwa. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique.
Items being procured:
- Static Energy Meter Single Phase AMI (Quantity: 30,000 units)
The meters must comply with WAPDA PPMC/NTDC specifications DDS:110:2012, DDS:98:2011, DDS:65:2003 (all amended to date) and include 4G Modem with UDIL certification from PITC. The supplier is responsible for integration of meters, MDM, and MDCs, including providing or upgrading MDC hardware and servers as required. Payment terms include 90% payment upon delivery and 10% after successful billing of 20% of total meters verified by HAZECO AMI Cell.
Eligibility criteria include valid FBR registration, experience with DISCOs or WAPDA departments, and no blacklisting. Bidders must submit bid security in the form of Call at Deposit or Bank Guarantee and comply with all bidding document requirements. Bids must be submitted online via EPADS v2.0 by October 20, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted.
Bidders should ensure timely registration on EPADS and submit all required documents including Letter of Bid, Price Schedule, Bidder Information, Experience Forms, and Integrity Pact. Technical and financial bids will be evaluated based on compliance and lowest evaluated cost.
