Tender Description
The Establishment Division, Cabinet Secretariat, Islamabad, is procuring a comprehensive range of stationery, miscellaneous general order items, and IT equipment including toners for the financial year 2026-27. This procurement is specifically for the needs of the Establishment Division located in Islamabad Capital Territory. The scope covers multiple lots including stationery items such as paper reams, pens, files, and office consumables; miscellaneous items including batteries, cleaning supplies, crockery, and electrical appliances; and IT equipment like flash drives, keyboards, mice, and printer toners.
The technical scope requires all items to be brand new, unused, and conforming strictly to the specifications provided in the Schedule of Requirements. Samples may be requested for technical evaluation and must meet quality standards such as appropriate GSM for paper products and durability for pens and markers. The delivery is expected within ten days after issuance of the purchase order or intimation letter. The procurement process follows the Public Procurement Rules 2004 (as amended) and requires bidders to submit e-bids on the EPADS portal by 20 July 2026 at 11:00 AM, with technical bid opening at 11:30 AM the same day.
Eligibility criteria include valid registration with Income Tax and Sales Tax authorities, active taxpayer status, and no blacklisting by any government or public sector entity. Bidders must demonstrate relevant experience, financial capability, and provide an affidavit confirming authenticity of documents and compliance with technical specifications. The bid security and performance guarantee requirements are clearly defined, with a 5% performance guarantee of the contract amount.
The submission method is electronic via the e-Procurement System (EPADS) with strict adherence to deadlines. The Procuring Agency advises bidders to upload bids well before the deadline to avoid last-minute issues. The contract will be awarded to the lowest evaluated responsive bidder, with the Procuring Agency reserving the right to increase or decrease quantities by up to 15% at the time of award. A practical tip for bidders is to ensure all required documents, including bid security and affidavits, are complete and properly uploaded to avoid disqualification. Bidders should also prepare samples in advance if requested for technical evaluation to ensure compliance and timely submission.
This tender offers a significant opportunity for suppliers experienced in general office supplies and IT equipment to engage with a key federal government department in Islamabad. The estimated cost of the procurement is bold PKR 22.5 million, reflecting the scale and diversity of items required. Bidders are encouraged to carefully review the detailed technical specifications and evaluation criteria to maximize their chances of success.
