Procurement, Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) as per PPMC Specification No. DS-01:2026 on Turnkey Basis

The Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement, supply, installation, testing, and commissioning of 17,999 Asset Performance Management Systems (APMS) for pole-mounted distribution transformers on a turnkey basis as per PPMC specification No. DS-01:2026. The procurement is divided into three lots: Lot-1 with 5,999 units, Lot-2 with 6,000 units, and Lot-3 with 6,000 units. Eligible bidders may submit bids for one or more lots but must quote for the full quantity and scope of each lot. Items being procured include: - Standard Asset Performance Management System (APMS) with Magnetic Contactor and non-motorized MCCB for 25 kVA, 50 kVA, 100 kVA, and 200 kVA distribution transformers complete with all components - Sheathed Insulated, Single Core Aluminium Cable (PVC/PVC) in sizes 300 mm2, 185 mm2, and 95/100 mm2 as per NTDC specifications - PG connectors for 300 mm2, 185 mm2, and 95/100 mm2 single core aluminium cables - Bimetallic Lugs (Type Tested) for 300 mm2, 185 mm2, and 95/100 mm2 single core aluminium cables - PC Desktop (Tower) branded (HP/DELL or equivalent) with Intel Core i5 14th Generation or higher, 16 GB DDR5 RAM, 256 GB NVMe M.2 SSD + 1 TB SATA hard drive - Hardware for deployment of Head End System (HES) and software (Operating System, Database, and System Environment) to support the quoted number of APMS devices - Transportation, storage, installation, testing, and commissioning of APMS units on 25, 50, 100, and 200 kVA distribution transformers along with complete earthing of APMS unit and distribution transformer under SEPCO jurisdiction The technical scope includes full turnkey execution covering detailed design, supply, installation, configuration, integration with HES/MDC/MDM systems, testing, commissioning, training, and warranty services. Bidders must comply with PPMC Specification No. DS-01:2026 and PITC-UDIL compliance requirements. The communication modules must be PTA approved 4G (downward compatible to 2G) and support secure data transmission. The MDC software must have a perpetual license and support PITC-UDIL latest releases. The APMS units must be capable of scheduled and on-demand data retrieval with a maximum data consumption of 30 MB per month in keep-alive mode. Eligibility criteria include valid FBR NTN and ATL registration, PEC registration, no blacklisting or suspension, and compliance with conflict of interest rules. Joint ventures are allowed with up to three members. Bidders must provide bid security of PKR 20,000,000 per lot. The contract duration is six months for completion with delivery of APMS units within 90 days from the purchase order date. Bids must be submitted online via EPADS v2.0 by October 22, 2026, 11:00 AM, with bid opening on the same day at 11:30 AM. Manual bids will not be accepted. The evaluation method is Least Cost Based Selection (LCBS). Payment will be made in Pakistani Rupees against actual delivery and installation milestones, with retention and release of payments based on successful operation verification. Bidders are advised to carefully review the bidding documents, technical specifications, and eligibility requirements.
