Tender Description
The Material Management Directorate of Islamabad Electric Supply Company (IESCO) in Islamabad Capital Territory is procuring the T-59 HT/LT Fault Locator for the fiscal year 2026-27. This procurement is aimed at enhancing the fault detection capabilities for HT/LT cables in the region. Items being procured:
- HT/LT Fault Digital Address: Rawalpindi Regional, Quantity: 10 units
The technical scope includes a sophisticated HT/LT Cable Fault Locator System equipped with a Surge Generator (SSG). The system supports multiple measuring methods such as Pulse Reflection Method (TDR), Secondary Impulse Method (SIM), Multiple Impulse Method (MIM), and Impulse Current Method (ICM). Key features include multiple fault pre-location and pinpointing techniques, a high-energy surge generator with selectable voltage ranges, large memory capacity for echograms, a TFT color display, rugged portable design, and comprehensive safety features including auto-discharge.
Technical specifications detail the TDR unit with output voltage ranging from 10 to 60 V, pulse width from 40 ns to 10 µs, measuring range up to 65 km, and a real-time sampling rate of 200 MHz. The Surge Generator unit offers output surge voltages up to 32 kV, surge energy up to 2100 J, and DC test voltage up to 32 kV. The system operates on 240 V AC and is designed for field operation in temperatures from -20 °C to +50 °C.
Included accessories cover Hipot/Thumper, TDR1150 & Power Supply, high voltage cables, safety ground, interconnect cables, wheeled hand cart, rechargeable battery and charger, TDR software, calibration certificate, and user manual. Each equipment will have a unique serial number for traceability.
Eligibility criteria require bidders to have valid registrations with FBR and DISCOS/NTDC, a minimum average annual turnover of Rs. 50 million over the last two years, and net financial resources of Rs. 25 million. Bidders must provide declarations regarding no blacklisting, no involvement in litigation, and compliance with WAPDA/NTDC specifications. Manufacturer authorization and technical literature are mandatory.
The tender follows a Single Stage-Two Envelope procedure with bids submitted electronically via EPADS v2.0 by Tuesday, August 18, 2026, at 10:30 AM. Bid opening will occur the same day at 11:00 AM. Manual submissions are not accepted. The bid security must be submitted physically before the deadline at IESCO Headquarters, Sector G-7/4, Islamabad. The procurement method is Least Cost Based Selection (LCBS).
