Procurement of Goods and Non-Consultancy Services for Technical Support to E&SED Khyber Pakhtunkhwa in Reducing Out-of-School Children and Community Engagement

The National Commission for Human Development (NCHD) Peshawar invites sealed bids electronically from well reputed firms, vendors, and suppliers registered with Income Tax and Sales Tax Departments with Active Tax Payer Status of Federal Board of Revenue (FBR) through single stage - two envelope procedure in terms of Rule 36(b) of PPRA Rules, 2004 for the procurement of outsourcing of project staff through service provider, printing of household survey forms, broad-based community meetings (BBCM) including refreshments and event banners, supply of learning aids, science kits, supplementary reading books and essential stationery, communication, advocacy and digital & social media campaign, vehicle rental and operational support for the financial year 2026-27. Items being procured: - Lot-1: Outsourcing of Project Staff through a Service Provider - Lot-2: Printing of Household Survey Forms - Lot-3: Broad-Based Community Meetings (BBCM) — Refreshments and Event Banners - Lot-4: Supply of Learning Aids, Science Kits, Supplementary Reading Books and Essential Stationery - Lot-5: Communication, Advocacy and Digital & Social Media Campaign - Lot-6: Vehicle Rental and Operational Support This procurement is part of the project titled 'Technical Support to E&SED Khyber Pakhtunkhwa in Reducing Out-of-School Children (OOSC) and Community Engagement to Improve School Environment' to be implemented in the districts of Shangla, Peshawar and Torghar, Khyber Pakhtunkhwa. The Procuring Agency has reserved funds for this procurement during FY 2026-27. The proceeds will cover eligible payments under the contract for the procurement of miscellaneous items mentioned above. All bids must be accompanied by a Bid Security as mentioned in the bidding documents, refundable in the shape of Bank Draft/CDR in the name of National Commission for Human Development (NCHD). Bidders shall submit scanned copies of Bid Security on EPADS and the original Bank Draft/CDR to the Finance & Administration Department, NCHD, E&SED Khyber Pakhtunkhwa, Peshawar. Tender documents are available at EPADS, NCHD's and PPRA's websites. Bids must be submitted through EPADS on or before 11:00 am Monday, September 21, 2026. Bids will be opened the same day at 11:30 am on www.eprocure.gov.pk in the presence of bidders or their representatives who choose to attend at the given address.
