Tender Description
The Hazara Electric Supply Company (HAZECO) based in Abbottabad, Khyber Pakhtunkhwa, is procuring Tools and Plants (T&P) and Personal Protective Equipment (PPE) for its operational needs during the financial year 2025-26. This procurement includes a variety of electrical and safety equipment such as lineman tool bags, chain pulley blocks, ratchet lever hoists, conductor pulling grips, safety cones, search lights, emergency lighting, head lamps, disconnecting sticks, clip on volt meters, measuring tapes, box spanner sets, and HT insulated binding tapes. The procurement is specifically for the Hazara region and requires bidders to submit their bids electronically via the EPADS v2.0 platform by the deadline of June 16, 2026, at 10:30 AM. Manual submissions will not be entertained.
The technical scope demands compliance with WAPDA/NTDC/Discos specifications, valid prototype approvals for disconnecting sticks, and sample-based evaluation for other items. Bidders must provide technical data, literature, and catalogues along with their bids. Eligibility criteria include active registration with FBR, valid NTN and GST numbers, and at least one prior purchase order with DISCOs or WAPDA formations supported by satisfactory performance certificates. Bid security in the form of Call Deposit or Bank Guarantee is mandatory.
The procurement process follows the Public Procurement Rules, 2004, with a Single Stage-Two Envelope procedure and Least Cost Based Selection technique. Bidders are advised to register on EPADS v2.0 well before the submission deadline and ensure all required documents and bid securities are submitted timely. The technical bid will be evaluated on sample quality and compliance, with a passing mark of 100. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price.
A practical tip for bidders is to carefully prepare and submit all required documents and bid securities in the prescribed formats and timelines on EPADS v2.0 to avoid disqualification. Early registration and familiarization with the EPADS platform will facilitate smooth bid submission. The contact person for queries is the Manager Supply Chain Management at HAZECO HQ, Abbottabad, reachable at +92-370-371-0055 or manager.scm@hazeco.com.pk. This procurement offers a significant opportunity for suppliers experienced in electrical and safety equipment to engage with a reputable public sector utility in Khyber Pakhtunkhwa.
