Procurement of Uniform Items for Special Students Financial Year 2026-27

The Govt. Special Education Centre, Chowk Azam (Layyah) invites e-bids for the procurement of uniform items for special students for the financial year 2026-27. This procurement is conducted under the Punjab Procurement Rules, 2014 (as amended) and Punjab Procurement Regulations, 2024, following the Single Stage Single Envelope procedure. Items being procured: - One winter uniform per student - Two summer uniforms per student The procurement requires firms to be registered with the Federal Board of Revenue for Income Tax and Sales Tax. The bid security is set at 5%, amounting to PKR 100,000/- (Rupees One Lac only), which must be submitted digitally via the Punjab E-Procurement System (EP) using the prescribed mechanisms such as ILink, PSID, or Digital Bank Guarantee. Physical CDR submission is not required if the digital bid security is successfully generated and verified. A performance guarantee equivalent to 10% of the contract value is also required through the same digital modes prior to issuance of the supply order. All quoted rates must be in Pakistani Rupees and inclusive of all applicable duties, levies, and taxes. The bid validity period extends until 30-06-2027. The procurement process will be strictly conducted under Rule 38(1) of the Punjab Procurement Rules. The competent authority reserves the right to reject any or all bids at any stage without obligation to justify the decision. Bidders must submit their bids electronically through the Punjab E-Procurement System (EP) by the deadline of 17-11-2026 at 09:30 a.m. The bid opening will take place on the same day at 10:00 a.m. Interested suppliers should ensure timely registration on the EP portal and carefully follow the digital submission guidelines.
