Procurement of Uniform for Special Students Financial Year 2026-27

The Govt. Special Education Centre for HIIC (Devolved) Sargodha invites sealed e-bids online through E-PADS for procurement of uniform items and shoes for winter and summer seasons for the financial year 2026-27. This procurement is specifically for students registered under the centre and aims to supply quality uniform kits and footwear as per specifications under PPRA Rules-2014 and its subsequent amendments. Items being procured: - Boys Kit: Shirt, Pant with belt, Tie, Bunyan, Socks (Winter & Summer) - Girls Kit: Shalwar, Qameez, Dupatta, Sash, Socks, Shawl, Shameez - Jersey (Boys & Girls): Blue jersey - Shoes (Boys & Girls): Black Shoes (Bata, Service or Equal) The procurement includes supplying complete uniform kits for boys and girls along with blue jerseys and black shoes suitable for both genders. The successful bidder will be responsible for supplying these items within office hours, bearing transportation charges. Sizes of students must be taken within 10 working days after grievance resolution, and supply must be completed within 30 days of the supply order issuance. Late delivery charges and bid security forfeiture apply for delays. Eligibility criteria include registration with Income Tax, Sales Tax, and FBR Active Taxpayers List (ATL). A bid security of 5% in the form of CDR in favor of the DDO/Principal must be uploaded with the technical proposal on E-PADS and submitted in original before technical bid opening. Affidavit on E-Stamp Paper of Rs.300/- confirming no blacklisting by any government department is mandatory. Attested copies of CNIC, proof of general sales tax, income tax registration, and professional tax certificate with payment challan must be attached. Tender forms must be uploaded on E-PADS by 16-11-2026 at 10:30 AM. Technical bids will be opened the same day at 11:00 AM in the presence of the purchase committee and nominees of contesting firms. Financial bids of technically qualified firms will be opened after grievance time. Approved rates will remain valid until 30-06-2027. A practical tip for bidders: Ensure all mandatory documents including tax certificates and bid security are complete and uploaded correctly on E-PADS to avoid disqualification.
