Procurement of Work Stations and Laser Mark Machine by Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms possessing valid National Tax Number (NTN) and Sales Tax Registration for the procurement of Work Stations and Laser Mark Machines. The procurement is based on Single Stage Two Envelope bidding on FOR basis with delivery scheduled within 3 months after contract signing. The tender submission deadline is **01 October 2026 at 10:30 hours** with bid opening at 11:00 hours on the same day at the Supply Chain Management Directorate, HIT Taxila, Taxila Cantt. Items being procured: - Manager Work Stations (Qty: 7) - Staff Work Stations (Qty: 30) - Laser Mark Machine (Qty: 2) The Work Stations must meet ergonomic and space efficiency parameters including desktop width of 4 feet, depth between 2 to 2.5 feet, ergonomic height fixed between 29 to 30 inches, and under-desk clearance of minimum 2.2 feet. The Laser Mark Machines are handheld devices with specifications detailed in the tender documents. All items must be brand new, conforming to latest production year standards, and accompanied by OEM certificates and quality assurance documentation. Bidders must submit separate sealed envelopes for Technical and Financial proposals, including a muted bid security with the Technical Proposal and the actual bid security with the Financial Proposal. A postal order of Rs 2,000/- in favor of Director Supply Chain Management Directorate, HIT Taxila must be enclosed with the Technical Bid. Bid security amounts vary from 2% to 5% of quoted value depending on registration status, with ceilings of Rs 0.5 million and Rs 1 million respectively. Eligibility criteria include valid registration with HIT/DGP/MoDP/Govt or Semi Govt organizations, valid NTN and Sales Tax certificates, audit reports for last 3 financial years, bank statements, CNIC copies of CEO/Director, OEM trade links, and a judicially attested certificate confirming non-blacklisting. Firms must also comply with Official Secret Act 1923 and sign a Non-Disclosure Agreement. Evaluation will be based on Least Cost method with technical and performance criteria including financial soundness, past experience, past performance, and technical compliance.
