Hiring of Project Management Consultant for Khyber Pakhtunkhwa Solarization of Houses Initiative Phase-1 (50% Subsidized)

Pakhtunkhwa Energy Development Organization (PEDO) invites technical and financial proposals from qualified consultants for hiring a Project Management Consultant (PMC) for the Khyber Pakhtunkhwa Solarization of Houses Initiative Phase-1 (50% Subsidized) under a Single Stage Two Envelope procedure based on Quality and Cost Based Selection (QCBS). Items being procured: - Project Management Consultant services for the Solarization of Houses Initiative Phase-1 The consultant must hold valid PEC registration with specialized codes 1210-Renewable Energy sources and System, and 1235-Surveying, Evaluation and Loss Assessment, along with service codes 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Supervision/Inspection of Equipment Installation). The consultant must also be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) as per RFP provisions. The scope includes project management consultancy for solarization works, ensuring quality, cost control, and timely completion. The project is based in Peshawar, Khyber Pakhtunkhwa. A pre-proposal conference will be held at Main Committee Room, PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar on September 17, 2026 at 1100 Hrs. Proposals (technical and financial) must be submitted through the E-PAK Acquisition and Disposal System (e-PADS) by September 30, 2026, 1400 Hrs. Hard copy submissions are not allowed. Technical proposals will be opened on the same day at 1430 Hrs in the presence of authorized representatives. The procuring entity reserves the right to reject any or all bids prior to acceptance as per KPPRA Rules 2014. Bidders should ensure timely online submission and attend the pre-proposal conference to clarify any queries. Compliance with PEC codes and registration requirements is mandatory for eligibility.
