Hiring of Project Management Consultant for Khyber Pakhtunkhwa Solarization of Houses Initiative Phase-1

Pakhtunkhwa Energy Development Organization (PEDO) invites technical and financial proposals from qualified consultants for hiring a Project Management Consultant (PMC) for the Khyber Pakhtunkhwa Solarization of Houses Initiative, Phase-1, which is 100% subsidized. This procurement follows the Single Stage Two Envelope procedure under Quality and Cost-Based Selection (QCBS) as per clause 23(b) of KPPRA Rules 2014. Items being procured: - Project Management Consultant services for the Solarization of Houses Initiative Phase-1 The consultant must hold valid PEC registration with specialized codes 1210-Renewable Energy sources and System, and 1235-Surveying, Evaluation and Loss Assessment, along with service codes 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Supervision/Inspection of Equipment Installation). Registration with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) is mandatory. The scope includes managing the solarization project under the prescribed QCBS method, ensuring compliance with technical and financial requirements. The consultant will coordinate with PEDO and oversee project execution. A pre-proposal conference will be held at the Main Committee Room, PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar on September 17, 2026, at 1100 Hrs. Proposals must be submitted electronically via the E-PAK Acquisition and Disposal System (e-PADS) by September 30, 2026, at 1400 Hrs. Hard copy submissions are not allowed. Technical proposals will be opened the same day at 1430 Hrs in the presence of authorized representatives. Bidders should ensure their PEC registration codes and tax registrations are valid and up to date. Timely submission through the e-PADS portal is critical to avoid disqualification. PEDO reserves the right to reject any or all bids prior to acceptance.
