District Council Pakpattan invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the following development works. Contractors/Firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27, wherever applicable, and must fulfill all eligibility requirements prescribed in the bidding documents. The procurement shall be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Items being procured: - Providing & Laying of Force Main of Disposal Works Noor Pur Tehsil & District Pakpattan (Estimated Cost: Rs. 32.950 Million, Bid Security: Rs. 1,647,500) - Uplifting / Beautification Bazar Chowk Tehsil Arifwala District Pakpattan (Estimated Cost: Rs. 76.100 Million, Bid Security: Rs. 3,805,000) - Uplifting / Beautification of Rail Bazar Tehsil Arifwala District Pakpattan (Estimated Cost: Rs. 98.224 Million, Bid Security: Rs. 4,911,200) The bidding documents containing detailed instructions, eligibility criteria, specifications, BOQ, and conditions of contract may be downloaded free of cost from the Punjab e-Procurement System and the PPRA Punjab website. Bids shall be submitted electronically through the Punjab e-Procurement System only on or before 27-10-2026 12:30 PM. The bids will be opened electronically on the same day at 1:30 PM in the office of the District Council Pakpattan in the presence of bidders or their authorized representatives. Bid Security shall be submitted equal to 5% of the estimated cost only through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement Portal and arrange for its scheduled bank to issue and transmit the Digital-Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, District Council Pakpattan. Physical bid securities (CDR, Pay Order, Demand Draft, etc.) shall not be accepted. Bids without a valid Digital Bank Guarantee shall be rejected. Single Stage Two Envelopes (SSTE) bidding procedure will be adopted. Submission of encrypted electronic file shall be deemed submission in 'envelope' as mentioned in the rules. Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bid(s) of bidder(s) found technically nonresponsive shall remain unopened in the e-PADS. Bids must be submitted through email, courier, post, or by hand shall not be accepted. Only bids submitted through the Punjab e-Procurement System shall be considered. Bids shall remain valid for 120 days from the date of opening unless otherwise specified in the bidding documents. Eligibility includes PEC registration, FBR/ATL compliance, and earnest money as specified.
