Tender Description
The School Education & Literacy Department, Government of Sindh, through its Project Management & Implementation Unit (PMIU) SERP-II, invites sealed bids for the provision of additional facilities and renovation of existing Model High and Higher Secondary Schools in Karachi Central district. This tender specifically covers rehabilitation works at GGHSS Government Comprehensive Girls School - North Nazimabad and GBHSS Comprehensive Higher Secondary School - Gulburg Town.
The scope of work includes civil construction activities such as excavation, concrete works, masonry, plastering, flooring with tiles and marble, painting, and finishing. Plumbing works involve installation of lead connections, sanitary fittings, water tanks, and pipe laying using UPVC and CPVC materials. Electrical works cover wiring for lighting, fans, plug points, installation of solar power systems including solar panels, hybrid grid inverter, batteries, and balance of system components.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-4 or above with relevant specialization codes, hold a valid electrical license from the Government of Sindh for the concerned region, and be active on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL). Experience requirements include completion of similar works with at least one project costing 80% of the estimated cost or two projects each costing 50% of the estimated cost within the last five years. Financial soundness with an average annual turnover not less than the project cost is mandatory. Bidders must submit a technical proposal demonstrating capability and resources, including technical staff and equipment.
The tender follows a Single Stage Two Envelope bidding procedure. Technical bids will be opened on the closing date at 04:00 PM at the PMIU office in Karachi. Financial bids of technically qualified bidders will be opened later. Earnest Money in the form of a bid security amounting to Rs. 3,260,000 is required. The contract duration is 365 days from the date of commencement. Mobilization advance up to 10% of the contract price is available against a bank guarantee.
