Provision of Drinking and Mineral Water for National University of Medical Sciences

The National University of Medical Sciences (NUMS) Rawalpindi is inviting sealed bids for the provision of drinking and mineral water. This procurement is aimed at ensuring a reliable supply of quality water to meet the needs of the university. The tender is open to well-reputed, experienced, and financially sound firms, companies, or sole proprietors. Items being procured: - Provision of Drinking Water - Provision of Mineral Water Bidders must have a minimum of five years relevant experience in supplying drinking water to public or private sectors. Registration with relevant tax authorities and inclusion on the Active Taxpayer List (ATL) of FBR for GST and Income Tax is mandatory. Additionally, bidders should hold certification from the International Organization of Standardization (ISO) or Hazard Analysis and Critical Control Point (HACCP) and provide a copy of the test report issued by PSQCA. The bidding process follows a Single Stage Two Envelope procedure where technical and financial proposals are submitted separately. Technical proposals will be evaluated first, and financial proposals of technically qualified bidders will be opened later. A bid security equivalent to 2% of the total bid value is required in the form of Call Deposit, Bank Draft, or Pay Order in favor of NUMS. This must be submitted physically, while a scanned copy should be uploaded on PPRA E-PADS before the closing date. Bidding documents can be obtained from the Procurement Directorate of NUMS upon submission of a non-refundable Pay Order/Demand Draft of PKR 3,000 in favor of NUMS during working hours. The last date for submission of bids is **12th August 2026 by 0930 hours**. Technical proposals will be opened the same day at 1000 hours in the Conference Room, NUMS (ATR), Adiyala Road, Rawalpindi, in the presence of bidders or their authorized representatives. Late, incomplete, or emailed/faxed bids will not be entertained. NUMS reserves the right to increase or decrease the scope or quantities and to accept or reject any or all bids in accordance with PPRA Rules, 2004. A practical tip for bidders: Ensure your technical proposal clearly demonstrates compliance with ISO or HACCP standards and includes the PSQCA test report, as this is critical for technical qualification and subsequent financial bid opening.
