Tender Description
The Govt. Secondary Special Education Centre Saddar Bahawalpur invites bids through e-PADS under Punjab Procurement Rules, 2014 (PPRA Rules) from eligible bidders for the provision of Human Resource (HR) Services (Staff Services). This procurement is for staff services, recruitment, and outsourcing of staff for the Centre located in Bahawalpur.
Items being procured:
- Provision of Human Resource (HR) Services (Staff Services) for Govt. Secondary Special Education Centre Saddar District Bahawalpur
The contract requires firms to provide human resource services for the entire contract period as per laid down terms and conditions. The firm must ensure immediate and suitable replacements for any absent staff to maintain uninterrupted services. The monthly remuneration rate per HR staff must include all applicable taxes. The minimum salary rate for HR staff for educational institutions is fixed by the Government of Punjab for an 8-hour duty shift per day and 26 days per month. Firms must not be black-listed or debarred from PPRA. A refundable bid security of 5% of the estimated cost must be deposited via 1Link/Online Bank transfer through PSID. The successful bidder must adhere to all terms and conditions and provide a refundable performance guarantee before issuance of the service order.
Bids must be uploaded on EPADS and PPRA websites before 28th August 2026 at 10:00 a.m. The tender opening date and time is 28th August 2026 at 10:30 a.m. Tender forms are available immediately after publication from the PPRA and e-procurement websites.
Interested bidders should ensure compliance with all registration requirements including PPRA, Income Tax, Sales Tax, Punjab Sales Tax, and PRA. Earnest Money of PKR 75,000/- (5% of estimated cost) is required. The bid security must be submitted manually or by hand along with tender documents as proof of payment. Original affidavit format is available at Annex-A of the Tender Form.
A practical tip for bidders: Carefully prepare your bid documents to avoid any overwriting or cutting on the tender form as incomplete or unsigned tenders will be rejected. Ensure timely submission through the official e-procurement portals to avoid disqualification.
