Provision and Installation of 60 kW Hybrid Solar Power System at NGAA Muridke

The Pakistan Airports Authority (PAA) through Allama Iqbal International Airport Lahore invites sealed bids from eligible and qualified bidders for the provision and installation of a 60 kW Hybrid Solar Power System at NGAA Muridke. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-Two Envelope bidding procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - 60,000 Watts N-Type Monocrystalline bifacial solar PV panels with HPBC / BC / Topcon technology - Single core 4 mm2 XLPO PVC tin coated copper cable, 590 RM - Elevated solar PV mounting structure (partially rooftop and partially ground mounted) - Complete hybrid solar power system including 100 kW hybrid inverter and 50 kWh Lithium-Ion Battery Energy Storage System with BMS/EMS - Lightning protection copper rods with spikes - Single core 16 mm² PVC insulated earthing wire - 4 core 70 mm² PVC insulated & sheathed LT cable - Termination of 3 or 4 core 70 to 95 mm² cables - Earthing sets with copper rods - 16 to 32 Amps DC 1000 V double pole MCBs - Compact/cubical MS waterproof distribution board with MCCB, SPD, current transformers, busbars, and digital analyzer - Galvanized iron cable trays - Provision and installation of PPR water supply pipes The scope includes supply, installation, testing, commissioning, and maintenance of the hybrid solar system and associated electrical and civil works at the site. The elevated mounting structure shall be designed and constructed to support rooftop-level solar panels with structural integrity certified by a PEC registered design engineer. The contractor is responsible for all materials, labor, equipment, and compliance with specifications and safety standards. Eligibility criteria include PEC registration in category C-6 or above with specialization codes EE-11 and ME-06, valid FBR registration and ATL status, experience of two projects each of 50 kW in the last three years, and valid certification as a PPIB registered installer under C-3 category or above for solar technology in Punjab. Bids must be submitted electronically via EPADS v2.0 portal by Thursday, November 5, 2026 at 11:00 AM. Bid security of PKR 400,000 is required in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft, with the original instrument submitted physically to the Divisional Engineer Office at Allama Iqbal International Airport Lahore. Technical bids will be opened on the same day at 11:30 AM. The contract duration is 120 days with a 12-month maintenance period. Performance guarantee of 5% of contract price is required.
