Provision and Installation of Paint Protection Film on 26 Vehicles and Restoration/Upgradation of Toyota Land Cruiser 70 Series (1997 Model) up to 2025

The Directorate General Immigration & Passports (DGIP), Islamabad, invites bids through EPADS v2.0 for specialized automotive services involving the provision and installation of Paint Protection Film (PPF) on 26 official vehicles and the restoration/upgradation of one Toyota Land Cruiser 70 Series (1997 model) to 2025 specifications. This procurement is planned for the financial year 2026-27 and aims to enhance and preserve the DGIP vehicle fleet with high-quality services. Items being procured: - Provision and installation of PPF on 21 newly purchased EVs located at Sector G-8/1, Islamabad - Provision and installation of PPF on 5 newly purchased EVs located at field offices: RPO Karachi, RPO Peshawar, RPO Lahore, RPO Multan, RPO Gujranwala - Restoration and upgradation of one Toyota Land Cruiser (1997 model) 70 series to 2025 specifications - Wheels and tyres for the restored Toyota Land Cruiser (4 units) The PPF installation requires full body coverage using TPU material with minimum thickness specifications, self-healing technology, UV protection, hydrophobic properties, chemical and scratch resistance, and a minimum 5-year warranty. The restoration of the Toyota Land Cruiser includes engine installation and calibration, manual transmission installation, drivetrain refurbishment, suspension upgrade, body conversion, frame restoration, automotive-grade repainting, interior upgrade, air conditioning upgrade, dyno tuning, and performance testing with a minimum one-year warranty on mechanical and electrical works. Eligible bidders must meet stringent criteria including valid NTN/ATL and GST registration, minimum turnover of PKR 10 million, dedicated workshop facilities (2,500 sq ft for PPF installation and 15,000 sq ft for restoration), relevant experience (minimum 2 years for PPF and 7 years for restoration), and possession of specialized equipment and trained technical workforce. Bid security and performance guarantees are required as per bidding documents. Bids must be submitted electronically via EPADS v2.0 by Monday, November 16, 2026, at 11:30 AM. Manual submissions will not be accepted. The bid opening will occur on the same day at 12:00 PM on EPADS.
