Tender Description

The Pakistan Institute of Development Economics (PIDE), Islamabad, invites experienced and reputable firms to submit bids for the provision of services related to payment of various online services including software and license fees. This procurement aims to establish a one-year closed framework agreement to ensure timely and compliant procurement of online services, efficient payment and licensing arrangements, and avoidance of repetitive tendering during the framework period. Items being procured: - Licensed Software payments (e.g., Adobe, Microsoft, Autodesk) - Online Subscriptions (e.g., cloud services, data services) - Domain and Hosting services - Payments to Foreign Evaluators and Examiners - Other authorized digital or IT services The selected service provider will be responsible for making timely payments on behalf of PIDE, maintaining accurate transaction records, ensuring transparency and security of all financial transactions, and complying with State Bank of Pakistan and tax regulations. Eligible bidders must be registered with tax authorities, have valid sales tax and NTN registrations, demonstrate at least one year of relevant experience, provide previous work completion certificates, and not be blacklisted by any government or private organization. Bid security of Rs. 20,000 in the form of a bank draft in favor of Pakistan Institute of Development Economics is required. Bids must be submitted in a sealed envelope by 11:00 AM on September 14, 2026, at the office of the Chairman Purchase Committee, PIDE, Islamabad. The bids will be opened the same day at 11:30 AM in the presence of bidders' representatives. The tender document is available on the PPRA website and PIDE's official website. Bidders are advised to carefully follow the submission instructions and ensure all required documents and bid security are included to avoid disqualification. A practical tip for bidders is to ensure their firm is on the Active Taxpayer List (ATL) and to provide a clear undertaking on legal stamp paper confirming they are not blacklisted, as this is mandatory for eligibility.
