Provision of Security Services for National Book Foundation Offices

The National Book Foundation (NBF) invites bids for the provision of armed Security Services for its Head Office in Islamabad and regional offices in Peshawar, Lahore, Quetta, Multan, and Karachi for the financial years 2026-27 and 2027-28. This procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Armed Security Guards with metal detectors and vehicle scanning mirrors - Security services at NBF Head Office, Paper Godown Islamabad, and regional offices in Peshawar, Lahore, Quetta, Multan, Karachi, and other stations as required The scope includes provision of medically fit security guards, preferably ex-army personnel, performing 12-hour shifts from 8:00 am to 8:00 pm. The upper age limit is 55 years with "A" medical category. The contract duration is initially two years with possible extension for one more year on mutual agreement. The number of security guards may be adjusted as per requirement. The company must be a government authorized license holder with setups across Pakistan, registered with tax authorities, and a member of the All Pakistan Security Agencies Association (APSAA). Submission of Professional Tax Certificate is mandatory. Bidders must submit a bid security in the form of a Pay Order or Bid Securing Declaration. Bids must be submitted online via EPADS v2.0 by **September 17, 2026, 11:00 AM**. Manual bids will not be accepted. The bid opening will be on the same day at 11:30 AM on EPADS. The contract will be awarded to the lowest evaluated bidder meeting all eligibility criteria.
