Provision of Services for Design, Deployment, Operations, and Maintenance of Sovereign National AI Infrastructure under National AI Innovation Hub

The IGNITE-National Technology Fund, backed by the Ministry of IT & Telecom, Government of Pakistan, invites bids for the provision of services related to the design, deployment, operations, and maintenance of the Sovereign National AI Infrastructure under the National AI Innovation Hub (NAIIH). This procurement is planned for the financial year 2026-27 and aims to leverage advanced technologies to support sectors such as health, energy, agriculture, telecom, and finance. Items being procured: - Design services for AI infrastructure - Deployment of AI infrastructure - Operations management of AI systems - Maintenance services for AI infrastructure The scope includes comprehensive service delivery for the National AI Innovation Hub, ensuring robust and sustainable AI infrastructure. Bidders must be registered on EPADS v2.0 and comply with the Public Procurement Rules, 2004. The procurement follows a two-stage two-envelope procedure using Quality and Cost Based Selection (QCBS) technique. All bids must be accompanied by a Bid Security in the form of a Pay Order or Bid Securing Declaration as per the prescribed format. Eligibility requires registration on EPADS v2.0 and adherence to bidding instructions. Detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal. The technical and financial bids will be opened on the same day of submission. The submission deadline is Wednesday, September 21, 2026, at 03:00 PM, with bid opening at 03:30 PM. Bidders not registered on EPADS v2.0 are advised to register promptly to avoid disqualification. The submission must be electronic through EPADS v2.0; manual submissions will not be entertained.
