Provision of Services for Design, Deployment, Operations, and Maintenance of Sovereign National AI Infrastructure under the National AI Innovation Hub (NAIIH)

The Ministry of IT and Telecom through the Ignite-National Technology Fund invites qualified suppliers for the provision of non-consultancy services related to the design, deployment, operations, and maintenance of the Sovereign National AI Infrastructure under the National AI Innovation Hub (NAIIH). This procurement is planned for the financial year 2026-27 and aims to support Pakistan’s digital future by establishing a robust AI infrastructure. Items being procured: - Design services for AI infrastructure - Deployment of AI systems - Operations management - Maintenance services The scope includes comprehensive technical services to ensure the AI infrastructure is effectively designed, deployed, and maintained to meet national standards. The project is based in Islamabad, requiring bidders to have relevant experience in large-scale IT infrastructure projects, particularly in AI and cloud technologies. Eligible bidders must be registered on EPADS v2.0 and comply with all Public Procurement Rules, 2004. A bid security in the form of a Pay Order or Bid Securing Declaration is mandatory. Bidders should ensure their technical and financial bids are prepared in two separate envelopes as per the Quality and Cost Based Selection (QCBS) method. The submission deadline is Wednesday, September 21, 2026, at 03:00 PM, with bid opening scheduled for the same day at 03:30 PM. All bids must be submitted electronically via EPADS v2.0; manual submissions will not be accepted.
