Tender Description
The National Telecommunication Corporation (NTC) invites electronic bids for the provisioning of telecommunication services to the Collectorate of Customs Enforcement Gadani (COCEG) located in Gadani, Balochistan. This tender covers the supply, installation, testing, and commissioning of GPON OLT equipment, power equipment, allied works, and laying of optical fiber cable as detailed in the Bill of Quantities (BoQ) annexures A, A-1, and A-2. The scope includes delivery of all materials and services necessary for a fully operational network, including switches, rectifier modules, battery banks, optical fiber cables, racks, splice trays, and related accessories. The project requires compliance with NTC and PTCL technical specifications and standards, including ITU-T G.984.x for GPON technology. Eligible bidders must be registered with PEC in categories EE07 and EE08, have valid FBR registration, and demonstrate relevant experience in the telecommunication industry within the last three years. Firms must not be blacklisted and should have an established office in Pakistan with qualified engineers. The tender follows a single stage, single envelope procedure with bids to be submitted electronically via EPADS by 12:00 PM on July 6, 2026. Original bid security of PKR 1,000,000 must be delivered to the Director Development South, NTC Regional Headquarters Karachi before the deadline. Bidders should ensure all required documents including technical and financial bids, compliance statements, and company profiles are submitted to avoid disqualification. The contract includes a 90-day completion period from the go-ahead date and a 12-month warranty with 24/7 technical support. Performance security of 10% of contract value is required upon award. The bid opening will occur at 12:30 PM on the closing date at NTC Karachi. A practical tip for bidders is to carefully review the detailed BoQ and technical specifications to ensure full compliance and avoid rejection on technical grounds. Also, timely submission of original bid security is critical as non-receipt leads to bid rejection. This tender offers a significant opportunity for qualified telecommunication firms to engage in a high-profile government project with clear evaluation criteria and transparent procedures. The department emphasizes adherence to all terms and conditions and encourages bidders to seek clarifications well before the deadline through the EPADS platform or contact the designated NTC officer. The submission deadline and bid opening are firm, and manual or late bids will not be accepted.
