Pakistan Revenue Automation Pvt Limited (PRAL) invites bids for the provisioning of redundant darkcore fiber connectivity between PRAL SAARC Office G-10/4, Islamabad and FBR Data Center G-5, Islamabad. This procurement is for non-consultancy services involving the supply and installation of two physically diverse dark fiber cables, each with 2 cores, providing full redundancy for PRAL's LAN traffic including data, voice, and video. Items being procured: - One Time Activation/Setup Cost for dual dark fiber including civil work, cables, splicing, patch cords, and testing - Monthly Recurring Charge (MRC) for redundant dark fiber cable (4 cores) for the actual route length The scope includes turnkey delivery of two dark fiber cables on physically separate routes with separate ducts, manholes, and entry points. The service provider must own or hold long-term rights for the routes and provide 24x7x365 local support in Islamabad/Rawalpindi with initial fault response within 30 minutes and repair within 4 hours. Civil works, permissions including CDA approvals, and all installation activities are the responsibility of the service provider. Testing includes 24-hour 10 Gbps link tests and failover tests. The fiber must support 10 Gbps now and future higher speeds by changing optics only. Strict SLA parameters apply including 99.9% availability, route diversity, and limits on loss increase and maintenance windows. Eligibility requires a valid PTA license, operational fiber network in Islamabad/Rawalpindi, and compliance with mandatory technical specifications. Bidders must be registered, active taxpayers, and not blacklisted. Bids must be submitted online via EPADS v2.0 by 23 October 2026 at 3:00 PM. Manual bids are not accepted. A pre-bid meeting is scheduled for 14 October 2026 at PRAL Head Office, Islamabad.
