Tender Description
The Federal Government Polyclinic Islamabad (FGPC-PGMI) is procuring electro-medical equipment specifically for the Ophthalmology Departments under the PSDP project titled Strengthening and Up-Gradation of Cardiology and other Departments for the financial years 2025-26 and 2026-27. This procurement is based in Islamabad and involves a comprehensive range of advanced ophthalmic devices including Posterior Vitrectomy Machines with laser, Optical Coherence Tomography (OCT) with FFA imaging, Operating Microscopes with BIOM/RESIGHT, Optical Biometers, Corneal Topography Machines, CXL Systems, YAG Lasers, Green Laser Photo Coagulators, Auto Ref Keratometers with Pachymeters, Ophthalmic Units, Visual Acuity Systems, Slit Lamps with Tonometers, 90D Lenses/Gonio Lenses, Hand Held Applanation Tonometers, Bipolar Electric Cautery Units, Humphrey Visual Field Analyzers, DCR/Glaucoma/Cataract/Squint surgical instrument sets, Phacoemulsification Units with accessories, and Argon Lasers.
The technical scope requires equipment that meets high standards such as FDA 510K, CE, MHLW certifications or ISO13485 for local instruments. Warranty of three years with full spare parts coverage and planned preventive maintenance is mandatory. Installation, testing, commissioning, and after-sales services including periodic maintenance during the warranty period are required. The equipment must be delivered within 120 days of the supply order issuance to FGPC Islamabad.
Eligible bidders must have a minimum of three years' experience supplying electro-medical equipment to public or tertiary care hospitals, valid FBR/ATL registration, PEC registered biomedical or electrical engineers with at least 10 years' experience, and financial capability with an annual turnover of at least PKR 20 million. Bidders must submit technical brochures, quality certifications, performance certificates, and an affidavit of non-blacklisting.
The tender follows a National Single Stage-Two Envelope procurement method with Least Cost Based Selection (LCBS). Bids must be submitted electronically via EPADS v2.0 by Friday, June 26, 2026, at 09:00 AM. Manual submissions are not accepted. The technical bid opening will be on the same day at 09:30 AM. The submission address for bid security hard copies is Federal Government Polyclinic (PGMI), G-6/2, Islamabad.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and upload all required documents including bid security scanned copies before the deadline.
