Tender Description
The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, is procuring IT equipment for its multiple sites across Sindh including Head Office, Korangi-5, Azam Basti Sobhraj, Shaheed Benazirabad, Sukkur, Larkana, Jamshoro, Mirpurkhas, Sujawal, Mirpur Mathelo, Shahdadpur, and Qambar. This procurement is for the fiscal year 2025-26 under the Rule-46 (1) Single Stage One Envelope Procedure.
The scope includes supply and delivery of desktop computers (Core i3 and Core i5), routers, hardware controllers, access points, switches (24 and 48 ports POE+), wifi routers, group video conferencing systems, and wifi dongles. All items must be brand new, factory sealed, and bear original OEM serial numbers with a minimum one-year warranty. The vendor must be a Tier-1 authorized supplier with a valid Manufacturer Authorization Form and have official OEM presence with warranty support and depot in Pakistan for over five years.
Eligible bidders must be registered with Pakistan tax authorities including Income Tax and Sindh Revenue Board where applicable. Experience of supplying to at least five public and five private sector organizations is required along with a minimum cumulative turnover of PKR 50 million over the last three financial years. Bidders must submit earnest money (bid security) of 2% of the estimated cost and performance security of 5% upon award.
The bid submission deadline is **June 1, 2026, at 10:30 a.m.** through the EPADS e-tendering portal. Bids must be accompanied by a bid security and submitted in English. Technical and financial proposals will be evaluated on the EPADS portal. The lowest evaluated bidder will be awarded the contract. Delivery is required within 2 to 4 weeks at the SICHN Karachi office and other sites as specified.
A practical tip for bidders is to ensure all required documents including Manufacturer Authorization Form, tax registration certificates, audit statements, and catalogues are complete and uploaded on EPADS before the deadline. Failure to submit a demonstration sample when requested will result in disqualification. Bidders should also carefully quote fixed prices inclusive of all taxes and delivery charges as no negotiations will be entertained.
