The scope includes purchase of land plots in commercially declared areas with clear title, free from litigation and encumbrances, possession by the owner, and availability of utilities such as WAPDA/K-Electric, PTCL, sewerage, gas, water, and bank facilities. The land should be accessible by public transport, preferably at road level, not located in flood-prone or restricted areas, and free from hazardous installations. The department reserves the right to accept or reject any or all bids without assigning any reason.
Eligibility criteria require bidders to be owners of the plots with valid property documents, Pakistani CNIC holders, not bankrupt or involved in litigation, clear of dues, registered with FBR/SRB, and active taxpayers. Bidders must submit mandatory documents including ownership title, maps, tax receipts, NOCs, affidavits certifying land is free from disputes, and photographs of the plots.
Key dates include bid submission deadline on Thursday, August 27, 2026 at 12:00 PM via EPADS v2.0, with bid opening on the same day at 12:30 PM. Bids must be submitted online; manual submissions will not be entertained. The bid validity period is 120 days. The bid security and performance guarantee requirements are specified in the bidding documents.
A practical tip for bidders is to ensure all required documents are complete and properly attested to avoid disqualification. Also, bidders should carefully review the location and utility availability criteria as these are critical for technical qualification. Early registration on EPADS v2.0 and thorough understanding of the evaluation criteria will enhance chances of success.
This tender offers a significant opportunity for landowners in Karachi and Sindh to engage with NADRA for the sale of commercial plots for government use. Bidders should prepare their technical and financial bids in strict compliance with the tender documents and submit through the official e-bidding platform.
