Tender Description
The National Database and Registration Authority (NADRA) Islamabad invites bids for the procurement of SD-WAN enabled Next Generation Firewalls and Enterprise Manageable Layer-2 Switches with 5 years hardware warranty, support, and licensing. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The tender requires delivery and acceptance within specified timelines, with delivery scheduled between 12 to 14 weeks and acceptance within 4 to 8 weeks from the user department.
Items being procured:
- 6 units of SD-WAN enabled NG Firewalls with 5 years hardware warranty, support, and licensing
- 2 units of Enterprise Manageable Layer-2 Switches with 5 years warranty and support
The firewalls must support advanced SD-WAN features including link bundling, application-based traffic steering, IPSec VPN, link quality detection, QoS, ACL, firewall policies, real-time monitoring, and dynamic bandwidth measurement. Hardware specifications include at least 4 x 10Gbps fiber ports and 4 x 1Gbps RJ45 ports, onboard SSD storage, and support for IPv4 and IPv6 configurations. The switches must have 24 x 1G Ethernet ports and 8 x 10G optical ports, support stacking, redundant power supplies and fans, and provide high packet forwarding performance with advanced management features such as AAA, 802.1X, RADIUS, TACACS, and SNMP.
Bidders must be legally registered companies in Pakistan with at least 10 years of continuous registration, demonstrate relevant experience in network and security solutions, and have served government, general, or defense sector clients. Annual financial turnover requirements apply. Technical compliance sheets must be signed and stamped, and bidders must provide a detailed price breakdown separating hardware, support, and warranty costs. Warranty and support must be provided directly from the principal with next business day hardware warranty and 24x7 TAC support for 5 years. Bidders must maintain support offices in Islamabad, Lahore, and Karachi.
The bid submission deadline is Thursday, August 20, 2026 at 11:00 AM via EPADS v2.0. Manual submissions are not accepted. Bid security must be submitted physically before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM. The procurement will follow Least Cost Based Selection (LCBS) criteria. The procuring agency reserves the right to reject all bids without liability.
A practical tip for bidders: Ensure full compliance with the technical compliance sheets and provide all required documentation including signed compliance sheets and detailed price breakdowns. Partial compliance or missing documents will lead to disqualification. Register early on EPADS v2.0 and submit bid security physically on time to avoid disqualification.
