Rate Contract for Procurement of Goods and Services along Abkalani Material, Closure Material, and Accessories

The Executive Engineer of Guni Canal Division S.F.Rahu, located in Tando Mohammad Khan, Sindh, is procuring a comprehensive range of goods and services under a Rate Contract for the fiscal year 2026-27. This procurement covers Abkalani Material, Closure Material, and various accessories along with contingent items under the Maintenance and Repair (M&R) Budget. The scope includes supply of construction materials such as sar grass, pesh mate, pakha sarkanda, thonies, ropes, plastic and jute bags, bricks, cement, steel fabrication, paints, oils, and various electrical and office supplies including solar panels, computer accessories, and repair services for equipment and furniture. Eligible bidders must have valid PEC registration in relevant categories as of June 2026, active registration with FBR and SRB including Active Taxpayer Status (ATL), and demonstrate an average annual turnover of at least Rs. 20 Million over the last five years. Audited financial statements, income tax returns, bank statements, and proof of machinery and technical staff are required. Experience in similar works over the past five years with documentary evidence is mandatory. The procurement will be conducted through the Sindh Public Procurement Regulatory Authority (SPPRA) E-Procurement system (EPADS) using a Single Stage Two Envelope Procedure. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. The bid security is Rs. 24,00,000 and the tender fee is Rs. 5,000. Bids must be submitted electronically by 2:00 PM on 21-07-2026, with bid opening at 2:30 PM the same day at the office of the Executive Engineer, Guni Canal Division S.F.Rahu, Barrage Colony, Tando Mohammad Khan. In case of no response, a second attempt will be made on 06-08-2026.
